The owners of three area skilled nursing and assisted living facilities are working to add home-care services.

The establishment committee of the state Public Health and Health Planning Council voted Thursday to move all three licensed home-care services agency (LHCSA) applications forward to the full council, which will make its decision on April 12.

Two of the applications came from companies affiliated with Elderwood: 2600 Niagara Falls Boulevard AL Operating Company LLC, doing business as Elderwood Home Care at Wheatfield, with the agency associated with the assisted living program at Elderwood Assisted Living at Wheatfield; and 5271 Main Street Operating Company LLC, doing business as Elderwood Home Care at Williamsville and affiliated with an assisted living program at the same address.

The companies will provide nursing home health aides, physical therapy, occupational therapy and speech language pathology. Both are owned by Dr. Jeffrey Rubin and Warren Cole, co-CEOs of Acute Care Partners, which owns the Elderwood network of skilled nursing and assisted living facilities.

The third application came from Israel Sherman, the owner of Absolut Care Homes. According to documents filed with the state, Western NY Care Services LLC, doing business as Western NY Care Services Orchard Park, will be associated with Absolut at Orchard Brooke assisted living program.

Plans call for offices on Armor Road in Orchard Park, with a service area that includes Cattaraugus, Erie, Niagara and Wyoming counties. Services will include homemaker and housekeeping as well as nursing, medical social services, occupational therapy, home health aide, nutrition, physical therapy, personal care and speech language pathology.
